This weather phenomenon occurs when the ground gets very hot and strong convection takes place. This causes the hot air to rise rapidly, carrying dust, or in this case straw, aloft. A dust devil only lasts a few minutes because the cool air is sucked into the base of the updraft cooling the ground and cutting off its heat supply.
